Palermo, March 22.—Marquis di Rudini, ex-Premier of Italy, in a speech here accused Premier Crispi of having assumed powers beyond those conferred upon him by the constitution, and of being incapable of deciding questions affecting public morality. If the new Chamber did not wish to abdicate its prerogatives, he said Signor Crispi must resign.
