Washington, July 17.—Secretary Delano leaves to-morrow evening for his home in Ohio, where he will spend two weeks. Assistant Secretary Cowan will act as secretary.
The Secretary of the Interior has appointed Stephen R. Hosmer, of Zanesville, Ohio, a commissioner to investigate the Indian massacre near Rawlins, Wyoming Territory. Hosmer is appointed in the place of H. J. Quincy, one of the Indian peace commissioners who could not attend. The investigating commission consists of Gov. Campbell of Wyoming, E. P. Goodwin of Chicago, and S. R. Hosmer.
J. A. Towner, of Delaware, has been appointed Indian agent for the Colorado River agency in Arizona.
Philip Ritz of Washington Territory, R. R. Thompson of Oregon, and Z. B. Sturges of the District of Columbia, have been appointed commissioners to examine a section of the Northern Pacific railroad.
Cotton reports from Arkansas, Texas and Louisiana, up to July 11, show a decided improvement in the condition of crops.
