Louisville, April 11.—Tom Uoubig, of Dunkirk, N. Y., was given the decision over Eddie Connolly in eleven rounds of what was to be a twenty-round contest.

Berlin, April 11.—A great scandal has been stirred up by the trial of several government officers who are charged with having released, for pay, the sons of wealthy families who should have done military service.

Capetown, April 11.—It is understood that General Botha, despite the refusal of De Wet to acknowledge any surrender that may be made by his superiors, is carrying on new negotiations for peace.

Havana, April 11.—Senor Juan Gomez, speaking against the Platt amendment, says that the Cubans would rather be tributary to Spain than in any way bound to the United States. He himself has black blood in his veins, and objects to the American treatment of the negro.

Paris, April 11.—Yang Tu, the Chinese minister to Russia, according to report, insulted Count Lamsdorff, minister of foreign affairs. The count ordered his servants to put the Chinaman out, and in the melee he took a tumble down stairs, being fatally injured.
